Frank started in the insurance business in 1989 with Goins and Goins Insurance. His area of concentration was Commercial Lines, Auto, and Home insurance.
Frank was appointed to the Kentucky Department of Insurance, Director, Property and Casualty Division on February, 15th, 2008. He regulated 5.8 billion dollars in written premiums consisting of Medical Malpractice, Auto, Home, Commercial, Crop, Charitable Healthcare Reimbursements, Mine Subsidence Program, Surplus Lines, Agent Licensing exam questions, Rate, Rule, and Form Filings of all lines of property & casualty insurance He led the way in streamlining and expediting the surplus lines to make the process virtually paperless. Similar improvements were made in the No-Fault rejection processes under his leadership.
Frank spoke to various insurance groups regarding Local Government Premium tax, Condition of our Insurance Market, Kentucky Clerks Association, and spoke nationally at the National Association of Insurance Commissioners (NAIC) on Low Income Households and Automobile Insurance. Frank Left the Department of Insurance in March 2014.
Frank has three children Franklin, IV, who works for Columbia Goas, Ashton, cosmetology and works in hospitality and Sheldon, a Civil Engineer working in Frankfort.
